Chief Chris Noeller began his law enforcement career in 1993 with the Louisville (CO) Police Department before joining the Pueblo Police Department in June 1996. Over nearly three decades of service with Pueblo PD, he has held a wide range of assignments, including patrol operations across all watches, the Narcotics Unit, and a federal assignment as a Drug Enforcement Administration (DEA) Task Force Officer with the Southern Colorado Drug Task Force. As Lead Case Agent, he directed multiple high-profile international drug trafficking investigations. Chief Noeller also served on the Pueblo Police Department’s SWAT Team for more than thirteen years, including three years as Team Leader.
Promoted to Captain in 2014, Chief Noeller commanded the overnight patrol shift before being appointed Deputy Chief in 2017. As Deputy Chief, he led the Operations Bureau—overseeing the Patrol Division and Traffic Unit—and advanced the department’s community-oriented policing initiatives to strengthen trust and engagement between officers and the community.
In May 2021, he was appointed Interim Chief of Police and officially named Chief in August 2021. In this role, he directs the department’s strategic planning and operations, leading an authorized strength of 308 sworn and civilian personnel and a $47 million dollar budget. Under his leadership, the department launched a Real-Time Crime Center and adopted CompStat, a data-driven model for crime analysis and resource deployment, resulting in annual reductions in Part I crime since its implementation. His commitment to innovation and collaboration led to the Pueblo Police Department receiving the 2024 Cop Tech Forum Axon Agency of the Year award for Innovation in Police Technology and Pueblo’s selection in 2024 as one of only five U.S. cities chosen by the U.S. Department of Justice for the Public Safety Partnership (PSP) program, which provides technical assistance and federal support to combat violent crime.
