Each year, nearly a quarter of police chiefs retire, resign, or transition to another position. This means that hundreds of chiefs are in their first year at new agencies—and many are serving their first tour as chief executive. Amid town council meetings, roll calls, command staff briefings, and community engagements, new chiefs have precious little time to reflect on how they want to lead before they must lead. Building a strong, agency-wide culture is critical to effective policing in 2025 and beyond. This seminar will examine how leaders can create a sustainable culture that accounts for differences in geography, ideology, and more. It will also explore lessons learned by executives who have built—and rebuilt—organizational culture throughout their careers.
