Kathleen O’Toole is a career police officer, lawyer, and life-member of the IACP. She is currently president of O’Toole Associates, LLC and a partner at 21CP Solutions.
Kathleen began her career in the Boston Police Department and was assigned to numerous patrol, investigative, undercover, supervisory and management positions. She served as Chief of the Metro Police and Lieutenant Colonel overseeing Special Ops in the Massachusetts State Police. She was later appointed Massachusetts Secretary of Public Safety and Boston Police Commissioner. She also served as Police Chief in Seattle, WA.
Kathleen also has substantial international experience. She was a member of the Independent Commission on Policing in Northern Ireland during the Peace Process there. She was a member of the Independent Commission on Policing in England and Wales. She served a six-year term as Chief Inspector of An Garda Síochána Inspectorate in the Republic of Ireland and later chaired the Commission on the Future of Policing there.
Kathleen earned a BA from Boston College, a JD from New England School of Law, and PhD from the Business School of Trinity College Dublin.
