Emily McKinley serves as Deputy Chief of Police for the Louisville Metro Police Department (Louisville, Kentucky, United States). In her role, she oversees the Accountability and Improvement Bureau and Support Bureau. She played an integral role for the City of Louisville as a member of the team managing the Department of Justice’s Pattern or Practice Investigation and reform efforts. She was the lead negotiator for LMPD in the City of Louisville’s Consent Decree negotiation with the United States Department of Justice.
Prior to becoming Deputy Chief, she held the rank of Assistant Chief over the Accountability and Improvement Bureau. She also served as a Major over the Administrative Services Division and a Patrol Division. During her career, she spent nearly a decade in the Homicide Unit as a detective, sergeant, and finally as the unit Commander for 3 years.
Emily holds a bachelor’s degree in biology from the University of Kentucky and a master’s degree in criminal justice from the University of Louisville. She is a graduate of the SPI Calss 135, PERF’s Senior Management Institute for Police (SMIP), and the Police Executive Leadership Institue through MCCA.
