Frank G. Fernandez is the President of Blueprints 4 Safety (B4S) Strategies Group LLC, where he provides expert witness services, security assessments, and leadership coaching. With over 34 years of law enforcement experience, Fernandez has held several top leadership roles, including Deputy Chief of Police and Chief of Operations for the Miami Police Department (MPD).
He has served for more than 15 years as a subject matter expert for the U.S. Department of Justice, Civil Rights Division, and continues this work with the DOJ’s Office of Community Oriented Policing Services (COPS Office). Fernandez also serves as a reserve officer with the Miami Police Department, assigned as a Tactical Flight Officer in the Aviation Unit.
Following his retirement from MPD in 2010, he was appointed Police Chief and Assistant City Manager for Public Safety in the City of Hollywood, Florida. He was later recruited by the City of Coral Gables to serve as Assistant City Manager and Director of Public Safety.
Fernandez holds a Bachelor’s degree from Barry University and a Master’s degree from Nova Southeastern University.
