Nicole Carroll serves as Director of the Victim Services Unit at the Louisville Metro Police Department, where she brings over 17 years of experience supporting crime victims. Since joining the department in 2016, she has led the development and expansion of a comprehensive victim services unit, now comprising 18 professionals and a therapy dog, focused on guiding victims and witnesses through the criminal justice system. Her leadership has earned national recognition, including the 2024 International Association of Chiefs of Police Leadership in Victim Services Award.
Nicole’s expertise spans strategic planning, team leadership, grant writing, policy development, crisis intervention, and victim advocacy. She has served as a consultant to the International Association of Chiefs of Police and contributes as a subject matter expert for the CNA Corporation, the Institute for Intergovernmental Research, and the National Criminal Justice Training Center. A published author in Police Chief magazine and a certified law enforcement instructor, she also develops and teaches curricula for the University of Louisville’s Southern Police Institute.
