Mr. Muhammad Ahsan Younas has been serving in the Police Service of Pakistan for 37 years and is currently holding the position of Managing Director at the Punjab Safe Cities Authority.
His noted academic endeavours include Bachelors of Engineering in Electronics from NED University Karachi, and Bachelors in Law and Masters in Political Science from Punjab University. Later he completed his Masters in Law from London School of Economics and Masters in Public Management
as a Lee Kuan Yew fellow from Lee Kuan Yew School of Public Policy and Harvard Kennedy School.
He has served at various field and staff assignments, including ASP Tando Jam and Defence Lahore, SP Civil lines, Mughalpura and Cantt Investigations Lahore, District Police Officer in Toba Tek Singh and Sheikhupura, City Police Officer Multan and Rawalpindi, DIG Internal Accountability Branch, AIG
Operations, AIG Legal, AIG Vigilance and Monitoring, DIG IT and IGP Islamabad.
In 2017, he pioneered the establishment of the first Police Khidmat Markaz (PKM) in Multan, setting a new benchmark for citizen-centric policing in Pakistan. He conceived, planned, and executed the development of the Integrated Police Khidmat Markaz, Mobile PKMs, and Police Khidmat Counters in government hospitals to facilitate the issuance of medico-legal certificates. He also launched dedicated PKMs for marginalized communities, including Tahafuz for the transgender and vulnerable population,
and introduced the PKM Global Portal in Pakistan’s embassies to serve overseas Pakistanis.
To reform the traditional structure of police stations, he introduced the concept of Special Initiative Police Stations (SIPS), redesigning them into front-end public service areas and back-end restricted official zones.
He played a pivotal role in reforming the licensing system by eliminating outdated filing practices and introducing a transparent process that included the uploading of live driving test videos. His leadership extended to the creation of numerous public service and welfare initiatives, including the Punjab Police Public App, Punjab Police WhatsApp Service, online Complaint Management System, Crime Prevention App, and the HRMIS App. These reforms significantly transformed both public service delivery and the internal working environment of the police force. He also conceptualized and promoted the establishment of Meesaq Centres for minorities, aimed at fostering interfaith harmony and inclusive policing practices in Punjab.
He had introduced various initiatives such as Public Advisory for Police Investigations, Citizen Feedback System, and 15 Emergency Response System. He was declared “Champions of Reforms by Institutional Reforms Group”, Government of Punjab for his innovations in public service in 2013 and "Excellence in Customer Service Award" at the Annual World Police Summit in Dubai-2024.
As the current Managing Director of the Punjab Safe Cities Authority (PSCA), he is spearheading the expansion of Safe City services across the province. He is the founder of the Virtual Women Police Station, the Virtual Center for Child Safety, Virtual Center for Minorities, Virtual Blood Bank, Meri
Pehchan. Under his leadership, PSCA has introduced Intelligent Traffic Management System (ITMS) and integrated advanced artificial intelligence tools into surveillance and monitoring systems, marking a significant shift towards intelligent, technology-driven law enforcement in Pakistan.
