From Innovation to Growth: The Expanding Role of Deflection in Community Health

Over time, police–public health community response initiatives have grown stronger and more effective. Since 2021, the Connecticut CLEAR (Community Law Enforcement and Addiction Recovery) deflection model has expanded beyond its original six sites, demonstrating measurable success in addressing substance use disorders. CLEAR brings together law enforcement, treatment providers, individuals with lived experience, community organizations, and corrections reentry services to form a collaborative, multidisciplinary approach. This session will explore the program’s evolution and its impact on individuals, families, and children affected by addiction. Through ongoing refinement, strategic partnerships, and data-driven practices, CLEAR has increased access to treatment, reduced recidivism, and contributed to safer, healthier communities.
