Chief Superintendent Kelly Skinner is a trailblazing leader with 27 years of service in the Toronto Police Service and the first Black woman to be promoted to the rank of Chief Superintendent.
She has led across a wide range of operational and strategic roles, including major crime investigations, gang intelligence, organized crime and drug enforcement investigations, and electronic surveillance. She is the visionary behind the Downtown CORE Team and a driving force in reducing Priority calls for service.
Known for her strategic thinking and transformative leadership, she is a passionate mentor, community advocate, and champion for equity. She is a 2025 recipient of the University of Guelph-Humber’s Women of Distinction Award and the Toronto Police Service’s Trailblazer Award, honouring her leadership, mentorship, and impact on policing.
Most importantly, she is a leader, partner, and proud mother to her 11-year-old son, Eli.
