Michael D. Parks is the Director of Procurement and Contracting Services for the Texas Department of Public Safety (DPS), overseeing all procurement and contracting activities for one of the nation’s largest public safety agencies. With over 20 years of executive experience in operational strategy, public finance, IT procurement, and complex system implementations, he brings a strategic, technology-driven approach to public service.
Michael leads the acquisition of all goods and services supporting DPS operations and serves as the agency’s Historically Underutilized Business (HUB) Coordinator, promoting supplier diversity and equitable contracting. He represents DPS on the State of Texas Contract Advisory Team, the State Agency Coordinating Committee Procurement Subcommittee, and the Statewide HUB Discussion Work Group. Within DPS, he contributes to responsible technology adoption as part of the Artificial Intelligence Governance Workgroup and the APPIAN Customer Council.
Michael holds a BBA from Robert Morris University and is a Certified CPA, CTCD, and CTCM.
