Danielle Outlaw is one of the nation’s foremost experts in public safety, known for leading complex organizations through transformational change. She currently serves as Deputy Chief Security Officer for the Port Authority of New York and New Jersey. Previously, she was Police Commissioner in Philadelphia, PA and Chief of Police in Portland, OR —becoming the first African American woman to lead both departments. Her career began in Oakland, CA where she rose to the rank of Deputy Chief. A sought-after speaker and thought leader, her TEDx Talk, Humanity in Authority, challenges the misconception that authority and humanity are incompatible, offering a powerful narrative on how law enforcement leaders can wield authority with empathy and understanding. Outlaw holds a BA in Sociology from the University of San Francisco and an MBA from Pepperdine University. She is a graduate of the FBI National Executive Institute and other premier leadership programs. Her service and leadership have earned national recognition and numerous awards. She is also an active member of Alpha Kappa Alpha Sorority, Incorporated and The Links, Incorporated.
