Samantha Rabins, LCSW, is the Assoc. Director of Criminal Justice Services at WellPower, Denver’s Community Mental Health Center. With 13 years of experience, she serves individuals with severe mental illness and co-occurring disorders, primarily in crisis settings.
Since 2016, Sam has been a key leader in Denver’s Co-Responder Team, joining at its inception and helping develop the program as both a clinician and leader. She co-created the Co-Responder Clinician Academy, a week-long training supporting behavioral health professionals in Co-Responder roles.
Sam currently oversees programs designed to divert individuals from the criminal justice system and reduce recidivism, including Co-Responder, STAR, and court-based initiatives such as Competency Diversion & Restoration.
She serves on the Colorado Co-Responder Alliance board, participates in Criminal Justice Coordinating Council subcommittees, and is a member of Denver DA’s Mental Health Advisory Council. She was also a panelist at the ACLU Congressional Briefing on Community Safety Programs. Sam is dedicated to advancing collaborative, equitable behavioral health and public safety systems.
