Elisa DiTrolio has dedicated her career towards strengthening government programs. With over 25 years in the field of public safety, she has built lasting partnerships, improved processes, brought organizational change, strengthened capacity that have not only enhanced public safety but improved systems for individuals on either side of the criminal justice system. She developed an investigative analysis unit for the Colorado Department of Corrections, Division of Adult Parole where she participated in numerous multi-agency investigations, was nationally recognized for developing an innovative offender management technology program. Elisa has been with the City and County of Denver for ten years where she now leads the Strategic Initiatives Bureau, focusing on policy, research, grant administration, legislative affairs, and special projects. She also consults for the Institute for Intergovernmental Research, supporting program management programs for OJJDP grantees. Elisa has a MS in Criminal Justice from Northeastern University and BA in Psychology from Boston University. She is also a graduate of PERF’s Senior Management Institute for Police.
