As a pracademic, Dr. Joelle Lee-Silcox combines scholarly rigor with law enforcement experience to transform data into community-focused strategies. As Vice President for Strategic Insights & Planning at The ARISE Group, she leads initiatives that boost efficiency, transparency, and trust. As an Implementation Strategist for the Center for Policing Equity, she narrows policy-practice gaps through the facilitation of data analysis and community engagement.
As the Chief of Staff at the Miami Police Department, she led strategic planning and special projects units, driving policy overhauls, grants totaling several million dollars, and programs that yielded reductions in homicides and property crimes.
Holding a Ph.D. in International Crime & Justice, she teaches at Florida International University and has published in several academic journals. Whether she implements reforms, advises on policy, or delivers data-driven strategies, Dr. Lee-Silcox’s central objective remains the same: to strengthen partnerships between law enforcement agencies and the communities they serve through trust, transparency, and the ethical application of data.
