Lieutenant David Thorp is a 23-year law enforcement veteran with a focus on technology-led policing and investigative innovation. He leads the Cobb County Police Department’s FOReCAST Unit, which includes the Real Time Crime Center (RTCC) and the Facial Recognition Section. A pioneer in using License Plate Recognition (LPR) and facial recognition, Lt. Thorp developed his first LPR lead in 2007 and authored the department’s facial recognition policy to ensure ethical use. He has led the integration of public safety technologies within the RTCC, which has earned recognition from both the National Real Time Crime Center Association and the Georgia Association of Chiefs of Police. Lt. Thorp is a strong advocate for real-time policing and public-private partnerships.
