David brings over 35 years of experience in policing. He began his career with Merseyside Police in 1990, where he served for nearly three decades across a wide range of operational roles. In 2020, David transitioned into a national strategic position, leading the detailed design of the NPCC operating model. He now serves as the Head of Strategy for the Police Chief Scientific Adviser.
A recognised leader in organisational transformation, David has extensive expertise in business re-engineering, efficiency, investment, and cultural change. He is responsible for developing effective systems that support the police science and technology strategy and played a pivotal role in the creation of the Policing Problem Book.
