Andrew Carpenter is a Senior Lecturer - Policing at Canterbury Christ Church University in Kent, UK.
From 2006 to 2022, he was the Chief of Strategic Planning, Policy and Development of the UN Police Division in New York, where he developed the Strategic Guidance Framework for International Policing, the UNPOL Women Command Cadre and led planning for the establishment/transition of UNPOL components in 25 countries.
Additionally, from 2012 to 2022, he was the police manager of the Global Focal Point for the Rule of Law which oversees all United Nations-led justice and security development assistance initiatives worldwide.
From 2002 to 2006, he was the Executive Officer of the Strategic Police Matters Unit of the Organization for Security and Co-operation in Europe in Vienna, Austria; where he designed and supervised police reform programmes in the former Soviet Union and former Yugoslavia.
Mr. Carpenter has been an IACP Member since April 2006, serving as Member of the Executive Board of the IMPACT Section from 2012-2017 and as its Vice-Chair from 2017-2021, and he is currently a Member of the Global Policing Division Steering and Training & Education Committees.
